(Posted on Nov. 28, 2008) With effective date 1st/Jan/2009, in accordance with Decree No.172 of General
Administration of Customs, China Customs will enforce a new advanced manifest
regulation requiring all ocean carriers to electronically submit the complete and
correct cargo manifest with Customs-defined data item to China Customs 24 hours
before cargo is loaded on vessels out of and into Mainland China Ports. The rule is
applicable to all import, export and transshipped cargo via China Ports (except Hong
Kong).

The Applicable Scope:
1. This rule applies to all import, export and transshipped cargo on vessels out of and
into
Mainland China Ports. (except Hong Kong)
2. The both types of full and empty containers are stipulated.
Time-line for Manifest:
1. For import or transshipped cargo via ports in China, the inbound manifest (namely
original manifest) for cargo must be submitted to China Customs electronically 24
hours prior to loading of cargo at foreign ports.
2. For export cargo via ports in China, the pre-manifest (namely pre-stowage
manifest) for cargo must be submitted to China Customs electronically 24 hours
prior to loading of cargo at Mainland China Ports and a final manifest (namely
loading manifest) must be submitted 30 minutes prior to loading.
The Action Taken by YM:
1. Organize a task force to keep track of the development of this rule.
2. Identify the difference between the existent manifest submission requirements
and those in the new rule.
3. Establish an integrated system/program with sufficient testing for early adaption.
4. Enhance and develop the operational procedure, including the documentation
deadline for each loading port and vessel.
