Cargo Reporting-Marine & the 24-Hour Rule (Mar 8, 2004 update) |

Please be advised Canada Border Services
Agency (CBSA) is going to implement ADVANCE CARGO REPORTING - MARINE
& the 24-HOUR RULE for all cargo on inbound vessels calling Canada
ocean ports. Because the new requirement has taken effect on April 19,
2004, marine carriers/Freight Forwarders are required to electronically
transmit, which are currently five Electronic Data Interchange (EDI)
options for clients to transmit to Canada Customs' host system via
carriers/freight forwarders or direct connect to Canada Customs, detailed
supplementary reports (manifest) to the CBSA 24 hours prior to the
loading of the cargo at the loading ports. Even so, Canada and the
U.S. have harmonized their processes of the 24hr rule to the maximum
extent possible.
In accordance with the Canada-U.S. Smart Border Declaration, the focus
is on marine cargo and conveyance information. The significant change
that's different from U.S. 24 hours of this new requirement is the
CBSA requires the name and address of the cargo's owner or owner's
representative in the consignee field for manifest shows "To
Order" in the consignee field.
YML has already in place EDI hookups with CBSA under current regulations.
We are revising our internal procedures and EDI maps so that we will
be ready for when the 24hr rule kicks in and keep you updated for
further development.
